Sweden’s forestry sector confidence has fallen to a six-year low, and the growth rate of timber exports to China has slowed down.
According to a report on December 17, the Swedish forestry sub-index fell by 19 points to 97.6 in the fourth quarter of 2025, reaching its lowest level since spring 2020. Affected by weak export demand and the imposition of new tariffs by the United States, Sweden’s cumulative wood imports from China from January to October totaled 334,400 cubic meters, a year-on-year decrease of 12.3%. Among these, imports of spruce and fir lumber plunged by 28.6% year-on-year, while imports of red pine and Siberian pine lumber bucked the trend and rose by 25.9%. Currently, the Swedish forestry sector is showing systemic contraction signals, such as a decline in the area for which logging permits have been applied.

The U.S. imposes a 15% tariff on EU hardwood.
On December 3, 2025, the United States officially imposed a 15% tariff on hardwood lumber exported from the European Union to the U.S. This tariff rate represents the upper limit of the combined U.S. Section 232 tariffs and additional tariffs, and also corresponds to the ceiling on tariffs for EU wood products agreed upon in the U.S.-EU trade agreement.
China’s forest area has reached 231 million hectares.
March 12 marks China’s 45th Arbor Day. According to the “2022 Report on China’s Land Greening Status,” released that day by the Office of the National Greening Committee, China’s forest area currently stands at 231 million hectares, with a forest coverage rate of 24.02%; grassland area totals 265 million hectares, and the comprehensive vegetation cover of grasslands has reached 50.32%.

The China-Russia Wood Processing Trading Center welcomes small and medium-sized wood enterprises to set up operations there.
Recently, at the construction site of the China-Russia Timber Processing Trading Center—located on the east side of the intersection between Landscape Avenue and Provincial Highway 206 in the Suifenhe Border Economic Cooperation Zone—the reporter saw eight excavators as well as over a dozen other pieces of machinery, including trucks and cranes, busily leveling the site. The site is scheduled to be fully leveled by the end of this month. According to officials, the China-Russia Timber Processing Trading Center project is a new-type timber processing park that has been built to a high standard with an investment of 150 million yuan, meeting both fire safety and environmental protection standards. Covering a total area of 660,000 square meters, the park is planned to become a board production base with an annual output capacity of 2 million cubic meters. Once fully operational, the park is expected to generate an annual output value of up to 2.5 billion yuan. The project is currently under planning and construction.

As the trade war escalates, the wood industry should avoid low-end competition.
Recently, the China National Forestry Industry Association has put on its agenda the task of organizing enterprises to actively participate in international rights protection efforts related to forestry products involved in the “301 Investigation” and in addressing trade barriers to forestry products. “Given that China is a major global producer and trader of forest products, the U.S.-China trade war and the ‘301 Investigation’ will impact China’s international trade in forest products and have broader repercussions,” said Shi Feng, Secretary-General of the China National Forestry Industry Association, at the 2018 World Flooring Industry Business Summit held recently. He went on to note that the U.S. government’s requirement—put forward by the U.S. plywood and flooring industries—that softwood plywood be included in the $50 billion product list subject to a 25% import tariff is particularly concerning.

In 2017, China’s total import volume of timber reached 108.497 million cubic meters, of which 33.39 million cubic meters were imported from Russia, accounting for 31% of the country’s total timber imports. In 2017, Suifenhe imported 8 million cubic meters of timber from Russia, representing one-thirteenth of China’s total timber imports and one-fourth of the total timber imported from Russia. At the Suifenhe port, there are 98 timber harvesting enterprises operating outside China, while within China, as many as 704 wood-processing enterprises are located solely in Suifenhe City.
